A major public utility engaged the Centre for Competitiveness (CforC) through a government innovation procurement programme to accelerate internal innovation and explore new approaches to a complex operational challenge. 
 
The Challenge 
The organisation faced a growing operational issue that traditional infrastructure solutions were struggling to address cost-effectively. CforC was invited to submit a proposal outlining how research, development, and emerging technologies could be applied to develop a viable solution. The first phase of the engagement focused on a six-month feasibility study, supported through innovation funding. The objective was to develop and demonstrate the technical and commercial feasibility of a proposed approach before committing to large-scale implementation. 

The study incorporated: 
– Desktop research and technology assessment 
– Laboratory testing and validation 
– Early-stage prototype development and evaluation 
 
Our Approach 
CforC acted as a strategic innovation partner, coordinating research, collaboration, and project delivery across multiple stakeholders. We began by undertaking a baseline assessment to understand the operational challenge and identify potential technological and market opportunities. From this foundation, CforC leveraged its expertise in multi-party collaboration and cluster development to bring together relevant partners from industry, academia, and technical advisory organisations.

This collaborative model ensured the proposed solution aligned with government environmental priorities, net-zero ambitions, and long-term operational resilience. 
 
The Outcome / Our Impact 
The feasibility phase successfully demonstrated proof of concept, confirming the technical and commercial potential of the proposed solution. This approach offers a faster and more cost-effective pathway to development, particularly in an environment where traditional capital infrastructure upgrades are becoming increasingly expensive and difficult to deliver. By bringing together commercial, academic, and technical partners, the project accelerated innovation and helped unlock capacity more rapidly than conventional infrastructure renewal programmes.
